UnitedHealthcare RI Rite Smiles: PHDH credentialing pathway

The State of Rhode Island, under R.I. Gen. Laws § 5 31.1 39, established a pathway allowing licensed Public Health Dental Hygienists (PHDHs) with an active Rhode Island PHDH license to independently credential and bill for Rite Smiles eligible members using their own TIN.

 

Under this pathway, PHDHs may perform delegated hygiene services in approved public health settings without immediate or direct dentist supervision, provided a formal collaborative agreement is in place.

 

Collaborative agreement requirements

A written collaborative agreement between the PHDH and a Rhode Island licensed, Medicaid enrolled dentist is required. The agreement must:

  • Be formal and signed by both parties
  • Clearly outline delegated services
  • Meet standards set by the Rhode Island Board of Examiners in Dentistry
  • Allow services to be provided without direct supervision in approved public health settings

 

Approved public health practice settings

PHDHs may practice in approved public health settings, including:

  • Community health centers
  • Nursing homes
  • Schools
  • Head Start programs
  • Hospitals
  • Public health clinics
  • Other sites approved by the Rhode Island Department of Health
